Early Life
Born in New York City on November 15, 1960, Charles Payne joined the United States Air Force at the age of 17. He served as a security policeman at Minot Air Force Base in North Dakota. During his time in the service, he attended Minot State University and Central Texas College.
Career Beginnings
Payne began his Wall Street career in 1985 as an analyst at the stock brokerage EF Hutton. He founded Wall Street Strategies, a stock market research firm, in 1991, ultimately becoming its principal financial analyst and CEO.
SEC Complaint
In the late 1990s, while serving as President of Wall Street Strategies, along with majority owner Todd H. Moore—who also headed a public relations firm, M&S Promotions—Charles faced a complaint filed by the SEC in 1999. The complaint accused them of recommending purchases of Member Services Corporation’s stock on “at least eight occasions” through recorded messages.
The SEC contended that Payne failed to disclose payments received from Members in exchange for promoting its stock. While he did not explicitly deny or confirm these allegations, Payne consented to a permanent injunction against breaches of Section 17(b) of the Securities Act of 1933 and agreed to pay a civil penalty of $25,000.

Joining the Fox Business Network as a contributor in 2007, Payne later began hosting his own show, “Making Money with Charles Payne,” in 2014. On his show, he has made several false or misleading statements; notably, he claimed the market crash was a result of Obama’s presidential election in 2008, an assertion that financial experts have discredited.
Additionally, Payne is a frequent guest host on “Varney & Co.” and has made appearances on “Cavuto on Business,” “Bulls and Bears,” and “Cashin’ In.”

Rape Allegation
In July 2017, Payne faced suspension from the Fox Business Network after Scottie Nell Hughes, a former network guest, made a rape accusation against him. Although he refuted the claim, he did confess to having had a three-year affair with Hughes. According to Hughes, Fox prohibited her from working with them following her allegation. By September 2017, after a two-month investigation, Fox Business reinstated Payne.
Other Endeavors
Outside of Wall Street and Fox Business, Payne authored the book “Be Smart, Act Fast, Get Rich: Your Game Plan for Getting it Right in the Stock Market,” which was published in 2007. In addition to this, he has made numerous appearances on C-SPAN as part of his media ventures.

Payne lives in Teaneck, New Jersey, with his wife Yvonne and their two children, Cael and Austin, who is his stepson.
