Criminal Career
It seems evident that following Johnson’s demise, Lucas began to assert himself in the criminal underworld. He initiated the construction of his own criminal empire, which soon placed him at odds with the Italian mob. By this time, the Italians controlled New York, including the heroin trade. Lucas traveled to Thailand, forging relationships with local heroin suppliers, managing to obtain heroin for $4,300 per kilo, which had a street value of $300,000 in New York.
Furthermore, he connected with black soldiers in the U.S. Army, devising a scheme that involved hiding kilos of heroin within the coffins of deceased soldiers. However, Frank later claimed that he did not actually conceal heroin with dead bodies but instead had a carpenter fabricate fake coffins that contained no bodies whatsoever. Regardless of the actual methods he employed for smuggling, Lucas successfully flooded the market with a high-grade form of heroin referred to as “Blue Magic.” During this era, Frank amassed considerable wealth and mingled with numerous famous personalities.

At his New Jersey home, Lucas was arrested, where police discovered $584,000 in cash hidden within the residence. He faced conviction on federal drug charges in New York, which ultimately led to a sentence of 70 years in prison. After his conviction, Lucas consented to give evidence that resulted in the capture of numerous other drug dealers.
This cooperation resulted in a reduced sentence, and Frank was enrolled in a witness protection program. Astonishingly, Lucas was apprehended for drug trafficking again in 1984, receiving a seven-year sentence.
